Simple community site

Hi,I'm looking to create a simple 'community site' where users can upload items (like a link, or article, or perhaps an image), tag them so that other users can find the item through a search control, and the ability for users to rate items.

I've taken a look at the starter kits; anything you recommend in general? Or any helpful links?

VB.NET is preferred. Working with ASP.NET etc.
